Description
California Department of Fish and Wildlife (CDFW) conducts the 20-mm Survey annually to monitor the distribution and relative abundance of larval and juvenile Delta Smelt (Hypomesus transpacificus) in the upper San Francisco Bay Estuary. The survey began in 1995 and supplies near real-time catch data to water and fisheries managers as part of an adaptive management strategy to limit the risk of Delta Smelt entrainment during water exports Data collected: temperature, electro-conductivity, water transparency, turbidity, water volume, tidal stage, fish, and zooplankton.

Description
DWR continuously monitors surface water quality and hydrology at 49 sites within the Delta. The extensive DWR Central District Surface Water Monitoring network provides continuous data of flow magnitude and direction and general chemical water quality characteristics. Electrical conductivity (EC) is measured continuously at 24 of these stations. Measurements are recorded at 15-minute intervals and then reduced to a report format. At each EC site, equations are available to convert EC to chlorides and total dissolved solids. Several of the EC stations in the Delta also continuously monitor temperature and provide 15-minute temperature data.

The California State Water Project (SWP) is a water storage and delivery system of reservoirs, aqueducts, power plants and pumping plants extending more than 700 miles - two-thirds the length of California. Planned, constructed, and operated by the Department of Water Resources, the SWP is the nation's largest state-built, multi-purpose, user-financed water project. It supplies water to more than 27 million people in northern California, the Bay Area, the San Joaquin Valley, the Central Coast and southern California. SWP water also irrigates about 750,000 acres of farmland, mainly in the San Joaquin Valley.

Description
NOAA’s Center for Operational Oceanographic Products and Services (CO-OPS) maintains the National Water Level Observation Network (NWLON), an observation network with more than 200 permanent water level stations on the coasts and Great Lakes. CO-OPS maintains three core observation and one modeling system. The National Water Level Observation Network (NWLON) is the foundation of the comprehensive system for observing, communicating, and assessing the impact of changing water levels nationwide. This system allows NOAA to provide the official tidal predictions for the nation. Accurate water level data is critical for safe and efficient marine navigation and for the protection of infrastructure along the coast. The NWLON also provides the national standards for tide and water level reference datums used for nautical charting, coastal engineering, international treaty regulation, and boundary determination. The NWLON is also widely recognized as the key federal component of the Integrated Ocean Observing System (IOOS).

Description
The FMWT was initiated to determine the relative abundance and distribution of age-0 striped bass (Morone saxatilis), delta smelt (Hypomesus transpacificus), longfin smelt (Spirinchus thaleichthys), American shad (Alosa sapidissima), splittail (Pogonichthys macrolepidotus), and threadfin shad (Dorosoma petenense) in the estuary. FMWT has sampled annually since it's inception in 1967, with the exceptions of 1974 and 1979, when sampling was not conducted. The FMWT samples 122 stations each month from September to December and a subset of these data is used to calculate an annual abundance index.

Description
Additions to the Water Code include requirements for local levee maintaining agencies (Local Agencies) to submit to DWR, by September 30 each year, specific information relative to the Project Levees they operate and maintain. Local Agencies who maintain either (1) Project Levees or (2) Non-Project Levees that also benefit land within the boundaries of an area benefited by a Project Levee, are required to submit five categories of information annually. A Local Agency responsible for operation and maintenance of a levee not otherwise subject to these requirements may voluntarily prepare and submit to DWR or the CVFPB a flood management report for website posting The Flood Project Integrity and Inspection Branch (FPIIB) produces annual inspection reports using summarized levee data acquired through the Local Maintaining Agency Reporting Program.

Description
DWR, under the authority of Water Code § 8360, § 8370, and § 8371, performs a verification inspection of the maintenance of the SRFCP levees performed by the local responsible agencies, and reports to the USACE periodically regarding the status of levee maintenance accomplished under the provisions of Title 33, Code of Federal Regulations (CFR), Section 208.10. While there are no specific water code provisions directing DWR to inspect and report on Maintenance of the San Joaquin River Flood Control System, DWR has performed inspections and provided reports for many years as a matter of practice that is consistent with Title 33, CFR. The inspections thus verify, for both river basins, that local agencies are performing their legal and statutory responsibilities pursuant to Water Code § 12642 and § 12657, and are meeting their legal obligations under assurance agreements with the State to operate and maintain their flood control projects “on any stream flowing into or in, the Sacramento Valley or the San Joaquin Valleyâ€. The State inspects and reports only on the status of maintenance practices and on observable levee conditions. The State does not routinely conduct field studies to assess the structural integrity of the levees or their foundations as part of its annual inspection program. Beginning in 2003, the DWR Flood Project Inspection Section (FPIS) and subsequently the Flood Project Integrity and Inspection Branch (FPIIB) has conducted a field survey of the waterward erosion sites and reported them. In addition, the obvious signs of structural weakness such as longitudinal cracks in the crown or slope of the levee, sloughing, or any other noticeable sign of movement within the cross section of the levee are also reported.

Levee Waterside Erosion Surveys

Description
The USACE, with DWR sponsorship, has contracted for waterside erosion surveys of the Sacramento River system since 1998. As stated earlier, FPIIB began conducting waterside erosion surveys of the San Joaquin River portion of the State-Federal flood protection system Project levees in September of 2006. The primary purpose of these surveys is to: a) inspect the waterside levees for erosion activity, b) document and report new erosion sites, c) document and report the current condition of previously identified erosion sites, and d) rank and rate the severity of erosion sites based upon the findings from the field survey. The USACE and its contractors generate the report on erosion found in the Sacramento River system;FPIIB staff supplements their inspection reports with the USACE data as it becomes available.

The Red Bluff Fish and Wildlife Office (RBFWO) established a juvenile fish monitoring program using rotary-screw traps at the Red Bluff Diversion Dam (RBDD) in 1994. The primary objectives of this project at present are to (1) obtain juvenile winter Chinook production indices and to correlate these indices with estimated escapement from adult estimates provided by the winter Chinook carcass survey, (2) define seasonal and temporal patterns of abundance of winter, spring, fall and late-fall run Chinook salmon and steelhead trout passing RBDD and (3) obtain relative abundance information (catch per unit volume) for green sturgeon and lamprey to monitor trends in abundance.

Smelt Larva Survey

Description
The Smelt Larva Survey provides near real-time distribution data for longfin smelt larvae in the Delta, Suisun Bay and Suisun Marsh. Sampling takes place within the first two weeks in January and repeats every other week through the second week in March. Each 4-day survey consists of a single 10-minute oblique tow conducted at each of the 35 survey locations (see map) using an egg and larva net. The 505-micron mesh net is hung on a rigid frame shaped like an inverted-U, which in turn is attached to skis to prevent it from digging into the bottom when deployed. The net mouth area measures 0.37 m2. The conical net tapers back from the frame 3.35 m to a 1-liter cod-end jar, which collects and concentrates the sample. Immediately after each tow, juvenile fishes are removed, identified, measured and returned to the water immediately, and the remaining larvae are preserved in 10% formalin for later identification in the Lab in Stockton.

Spring Kodiak Trawl Survey

Description
The Spring Kodiak Trawl Survey (SKT) has sampled annually since its inception in 2002. The SKT determines the relative abundance and distribution of spawning delta smelt (Hypomesus transpacificus). The SKT samples 40 stations each month from January to May. These 40 stations range from San Pablo Bay upstream to Stockton on the San Joaquin River, Walnut Grove on the Sacramento River, and the Sacramento Deep Water Ship Channel. Each 'Delta-wide' survey takes approximately 4 - 5 days per month to complete. Historically, 'Delta-wide' surveys were followed by a 'Supplemental' survey two weeks later to intensively sample areas of highest delta smelt concentration to estimate the proportion of male and female delta smelt that were in pre-spawning, spawning and spent maturation stages. Beginning in 2008, in an effort to minimize take of spawning adults, routine 'Supplemental' surveys were discontinued and are now only conducted under the recommendation of the Smelt Working Group and the approval of managers.

Suisun Marsh Fish Study

Description
The University of California, Davis has been involved in fish and wildlife monitoring and research within Suisun Marsh for 35 years and has been instrumental in detecting important trends associated with naturally fluctuating environmental conditions as well as anthropogenic influences. Research has included a 35+ year time series on the fish and invertebrate communities of the slough networks, research on waterfowl nesting patterns and population biology, and research on the demography of salt marsh harvest mouse. The Suisun Marsh Fish Study anchors this effort as it is the longest established survey in Suisun marsh. It will continue the research of Professor Peter Moyle under the direction of John Durand, and will focus upon the detection of changes in the aquatic ecosystem in response to developing stressors in the San Francisco Estuary (SFE). This time series is designed to further our understanding of the ecology and function of the fish community residing within Suisun Marsh and the San Francisco Estuary (SFE), and acts as one of the key surveys with Interagency Ecological Program's monitoring effort.

Description
California Department of Water Resources (DWR) has operated a fisheries monitoring program in the Yolo Bypass, a seasonal floodplain and tidal slough, since 1998. The objectives of the Yolo Bypass Fish Monitoring Program (YBFMP) are to: (1) collect baseline data on lower trophic levels (phytoplankton, zooplankton, and aquatic insects), juvenile fish and adult fish, hydrology, and water quality parameters;(2) investigation of the temporal and seasonal patterns in chlorophyll-a concentrations, including whether high concentrations are exported from the Bypass during agricultural and natural flow events and the possibility of manipulating bypass flows to benefit listed species like Delta Smelt (Hypomesus transpacificus) and Chinook salmon (Oncorhynchus tshawytscha). The YBFMP operates a rotary screw trap and fyke trap, and conducts biweekly beach seine and lower trophic surveys in addition to maintaining water quality instrumentation in the bypass. The YBFMP serves to fill information gaps regarding environmental conditions in the bypass that trigger migrations and enhanced survival and growth of native fishes, as well as provide data for IEP synthesis efforts.

Our group at the USGS continuously monitors suspended-sediment concentration (SSC), turbidity, dissolved oxygen, temperature, salinity, and water level at many sites throughout the San Francisco Bay (Bay) and the Sacramento-San Joaquin Rivers Delta (Delta). Our work began in 1988 to explore the spatial and temporal variability of water quality and sediment transport and to provide decision makers, resource managers, and the public with the most up-to-date knowledge. Topics we study include water quality, sediment transport, water clarity, erosion and deposition, sediment-associated contaminants and habitat quality, wetland restoration, and sea level rise.

The USGS works in partnership with more than 1,400 Federal, regional, State, Tribal, and local agencies or organizations to maintain and manage a multipurpose network of streamgages that monitor streamflow and (or) water level. Approximately 8,200 of the more than 10,000 USGS streamgages in the network continuously monitor streamflow year-round and are collectively referred to as the National 'Streamflow' Network (NSN). Approximately 40% of the NSN is made up of Federal Priority Streamgages (FPS), which are considered critical for long-term tracking and modeling/forecasting to ensure that Federal water priorities and responsibilities can be met. Such priorities and responsibilities include forecasting hydrologic events (floods and droughts);managing interstate agreements, compacts, court decrees, and other legal obligations;and tracking streamflow in major river basins and across borders.

Continuous Flow and Water Quality Monitoring Network in the Sacramento-San Joaquin Delta

Description
This project envisions the continuation, expansion, and further integration of high frequency monitoring for flow, water quality (including chlorophyll and nutrients), sediment, as well as biological responses at key locations in the Delta and Suisun Bay. The physical properties monitored by the fixed-station network are the primary drivers of the habitat conditions and biological responses that management actions hope to achieve. Nutrient dynamics are explicitly measured at select stations to improve our understanding of how physical dynamics, water quality and landscape features shape the base of Delta food webs. These data will provide information about drivers linked to food quantity and quality as well as potential toxins production by harmful algae. Suspended-sediment monitoring provides an understanding of the inputs and internal exchanges between regions, locations of sources and sinks, and provides insight into the underlying cause of turbidity variability in the study area. Suspended-sediment measurements gage the availability of suspended sediment for existing marshes and for proposed large-scale marsh restoration efforts in the Delta.
